Born in Jerusalem in 1945, she studied science at Ain Shams University in Cairo and taught at the Women’s Teachers Training College in Ramallah for twenty years. In 1978 she founded the Palestinian Federation of Women’s Action Committees, which she chaired until 1992; she was jailed in 1979 and kept under town arrest from 1980 to 1986. She advised the Palestinian delegation to the Madrid conference of 1991, and was Minister of Women’s Affairs from 2003 until 2006.

On 30 October 1991 a peace conference opened in Madrid under American and Soviet sponsorship. Palestinians took part within a joint Jordanian-Palestinian delegation, their side headed by Haydar Abd al-Shafi; talks followed on a Palestinian-Israeli and a Jordanian-Israeli track.
