Born in Gaza on 15 April 1923, the daughter of a merchant on the city’s municipal council, she demonstrated as a student against the Balfour Declaration and, in Cairo in 1947, against the UN partition resolution. She was on the first Palestinian delegation to the United Nations, with Haydar Abd al-Shafi and Ibrahim Abu Sitta, and a member of the first Palestine National Council in Jerusalem in May 1964, at which the PLO was founded; in 1965 she led Gaza’s delegation to the founding of the General Union of Palestinian Women. She died in Gaza on 13 May 2009.

The first Palestine National Congress met in Jerusalem on 28 May 1964, with nearly four hundred appointed delegates. On 2 June it announced the creation of the Palestine Liberation Organization and approved its National Charter and Basic Law; Ahmad al-Shuqairi was elected its president.
