Born in Jerusalem on 2 February 1949, the son of Anwar Nusseibeh, he studied at Oxford and earned a doctorate in Islamic philosophy at Harvard in 1978, then taught philosophy at Birzeit University until 1990, leading its teachers’ union. During the first Intifada he helped set up technical committees across the West Bank, and he sat on the steering committee behind the Palestinian delegation to the Madrid conference of 1991. In 1995 he became president of al-Quds University, and in 2001 the PLO’s representative in Jerusalem.

The Madrid peace conference

On 30 October 1991 a peace conference opened in Madrid under American and Soviet sponsorship. Palestinians took part within a joint Jordanian-Palestinian delegation, their side headed by Haydar Abd al-Shafi; talks followed on a Palestinian-Israeli and a Jordanian-Israeli track.
