Born in Jericho on 28 April 1955, he studied political science in San Francisco, earned a doctorate in peace studies at Bradford in 1983 and taught political science at an-Najah in Nablus. Vice-chair of the Palestinian negotiating team at the Madrid conference of 1991, he became Minister of Local Government in 1994, headed the Palestinian negotiation delegation and the commission that prepared the elections of 1996, and took part in the talks at Wye River (1998), Camp David (2000) and Taba (2001). He was elected to the Legislative Council for Jericho in 1996 and 2006.

On 25 January 2006 Palestinians in the West Bank and the Gaza Strip elected their Legislative Council, and Hamas’s Change and Reform list won 74 of its 132 seats. Israel and the Quartet refused to deal with the government Hamas formed, and the rift that followed divided Gaza from the West Bank.
On 30 October 1991 a peace conference opened in Madrid under American and Soviet sponsorship. Palestinians took part within a joint Jordanian-Palestinian delegation, their side headed by Haydar Abd al-Shafi; talks followed on a Palestinian-Israeli and a Jordanian-Israeli track.
