Born in Rafah in August 1949 to a family from Barqa near Isdud, he went to UNRWA schools in Rafah, joined Fateh in 1968 and studied English literature in Damascus. Elected to the Legislative Council for Rafah in 1996, he was its secretary-general, then Minister of Agriculture, and in March 2004 its speaker. On Yasser Arafat’s death in November 2004 he was sworn in as interim president of the Palestinian Authority, until January 2005.

Yasser Arafat, besieged in his Ramallah headquarters, fell ill in October 2004 and was flown to a military hospital near Paris, where his death was announced on 11 November 2004. He was buried at the muqata’a in Ramallah.
