Born in Gaza on 31 December 1953, he studied law in Beirut and Alexandria and practised in Gaza from 1977, defending people before Israel’s military courts; he was jailed by Israel from 1979 to 1982 and arrested again and again in the first Intifada. He received the Robert F. Kennedy Human Rights Award in 1991, directed the Gaza Center for Rights and Law, and in 1995 co-founded the Palestinian Centre for Human Rights in Gaza; that year the Palestinian Authority also arrested him for criticising its state security courts.
