Born in Jerusalem on 8 May 1897, he studied law at Cambridge and worked in the Mandate government’s legal department, serving from 1933 as adviser on Arab affairs to the High Commissioner until Zionist pressure had him let go; in 1937 the British dismissed him and exiled him to Lebanon. He was in the Palestinian delegation to the London Conference of February 1939, represented Palestine at the preparatory conference for the Arab League in 1944, and founded the Arab Development Society, seeking land near Jericho in 1949 to revive it. He died in Amman on 8 June 1984.
