Haydar Abd al-Shafi

1919–2007
Born in Gaza City on 10 June 1919, he studied medicine at the American University of Beirut and opened his own clinic in Gaza. He took part in the first Palestine National Council in Jerusalem in May 1964, when the PLO was created, and after Israel occupied the Gaza Strip in 1967 he founded, with others, its Red Crescent Society, which he headed until 2005. He headed the Palestinian delegation to the international peace conference in Madrid in late October 1991, where he called for a peace based on the implementation of UN resolutions and an independent Palestinian state with East Jerusalem as its capital beside Israel. He led the negotiations with Israel in Washington for several months, and resigned the leadership of the delegation in April 1993 in protest at Israel’s refusal to stop building settlements. He died in Gaza City on 25 September 2007.

On 30 October 1991 a peace conference opened in Madrid under American and Soviet sponsorship. Palestinians took part within a joint Jordanian-Palestinian delegation, their side headed by Haydar Abd al-Shafi; talks followed on a Palestinian-Israeli and a Jordanian-Israeli track.
