Born in Nablus on 8 October 1946, she founded the Department of English at Birzeit University and was dean of its Faculty of Arts from 1986 to 1995. After the Madrid peace conference of October 1991 she was the official spokesperson of the Palestinian delegation headed by Haydar Abd al-Shafi, through the negotiations that followed in Washington. In January 1996 she was elected to the Palestinian Legislative Council for Jerusalem; in 2009 she was elected to the PLO’s Executive Committee, heading its Culture and Information Department until she resigned in November 2020.

On 30 October 1991 a peace conference opened in Madrid under American and Soviet sponsorship. Palestinians took part within a joint Jordanian-Palestinian delegation, their side headed by Haydar Abd al-Shafi; talks followed on a Palestinian-Israeli and a Jordanian-Israeli track.
