Born in Tiberias on 3 November 1931, he studied political science at the American University of Beirut and earned a doctorate at Cambridge. He directed the PLO Research Center from 1966 to 1976, survived an attempt on his life in Beirut in 1972, and initiated and edited the Palestine Encyclopedia from 1978. He died in Amman on 25 December 2009.
