Ahmad al-Shuqairi

1908–1980
Born in 1908 in Tibnin, in southern Lebanon, and raised in Tulkarm. He was assistant secretary-general of the Arab League from 1951, and Saudi Arabia’s minister of state for UN affairs and envoy to the United Nations from 1957 to 1962. He drafted the National Charter and the Basic Statute for the First Palestine National Congress in Jerusalem in 1964, which announced the creation of the Palestine Liberation Organization and elected him chairman of its Executive Committee. He resigned in December 1967 and died in Amman in 1980.

The first Palestine National Congress met in Jerusalem on 28 May 1964, with nearly four hundred appointed delegates. On 2 June it announced the creation of the Palestine Liberation Organization and approved its National Charter and Basic Law; Ahmad al-Shuqairi was elected its president.
