On 13 September 1993 in Washington, Israel and the Palestine Liberation Organization signed the Declaration of Principles on Interim Self-Government Arrangements, the first Oslo agreement: five years of interim self-government in the West Bank and Gaza, with Jerusalem, refugees, settlements and borders left to later negotiations.
The declaration set out general guidelines for the negotiations to come and the foundations of a Palestinian interim self-government in the West Bank and Gaza for a transitional period of five years, on the basis of Security Council resolutions 242 and 338. It was done at Washington on 13 September 1993, signed for the Government of Israel and for the PLO, and witnessed by the United States and the Russian Federation.
